He is a graduate of the U. of Maryland Law School, with honors, 1986. He was admitted to the Maryland Bar and became authorized to practice law in all Maryland State courts 1986, U.S. District Court of Maryland(Federal) 1987, U.S. Fourth Circuit Court(Maryland) 1991 and the U.S. Supreme Court 1993.
