Have i been ripped off?

My water pump went out and I need a tow. Been paying for "roadside assistance" for over a year but can't use it because no one in has been in office since last week to verify i have it. I called them 6 times and didn't even get voice mail. Called NGI twice and at first they couldn't find my policy then couldn't verify my "roadside assistance" and they said to contact my agent. Now having to pay for a 5 mile tow out of pocket...
