Since 1973, the EPA has required all Oil and Gas Owners and Operators of non-transportation related to have a comprehensive Spill Plan for both onshore and offshore facilities. Spill Prevention Control & Countermeasures (SPCC) spill plans must be in place to prevent oil and saltwater spills into navigable waters of the United States.
To document environmental compliance, EPA inspectors require SPCC and Annual Inspections, and Training of personnel records must be made available.
